RICK BARRETT
Chief Executive Officer
Rick Barrett is the Chief Executive Officer of Lumin8 Transportation Technologies, bringing over two decades of leadership experience in the transportation and utility infrastructure industries. Rick has built a reputation for transforming founder-led companies into high-growth platforms through operational excellence, strategic M&A, and a strong culture of accountability. He began his career at CRH plc, the nation's largest transportation builder and materials supplier, where he held progressively senior roles and contributed to the company’s expansion across North America. Rick later helped lead Summit Materials, a Blackstone-sponsored startup, through rapid growth and a successful public offering, establishing it as a major force in the U.S. construction materials sector.
Since 2013, Rick has served as CEO of several private-equity-backed companies in the heavy highway, energy, telecom, and water sectors. His track record includes executing over two dozen acquisitions, scaling multiple businesses by 5X to 10X, and building strong leadership teams, systems, and platforms that deliver sustained growth and value creation.
Originally from the Northeast, Rick has lived in the Rocky Mountains for the past 15 years. He is married with three college-aged children and enjoys fly fishing, mountain biking, and skiing in his free time.
Rick holds an MBA from Norwich University, a BA from Plymouth State University, and completed the Executive Leadership Program at Cornell University.

Chief Operations Officer and Chief Financial Officer
Todd Bonnes serves as the Chief Operations Officer and Chief Financial Officer at Lumin8 Transportation Technologies. With a strong background in operational leadership and financial strategy, Todd plays a pivotal role in steering the company's nationwide initiatives in intelligent transportation systems (ITS), traffic signal solutions, and infrastructure services. His leadership ensures that Lumin8 maintains its commitment to safety, innovation, and excellence across all projects. Todd's expertise is instrumental in driving the company's mission to enhance mobility solutions throughout the United States.

RICH HOKE
Chief Growth Officer
Rich has been active in the transportation industry – including aviation, roadway systems and maritime – for more than 25 years. In his current position, he is directly responsible for leading business growth, corporate development and strategy with direct oversight of Marketing and Business Development.
Most recently, he has been involved in Traffic Monitoring, Intelligent Transportation Systems and Smart Infrastructure. He has served in roles ranging from VP Systems Engineering to Chief Operating Officer to Chief Executive Officer and Non-Executive Vice Chairman. He has led business and corporate development with various enterprises, with a focus on technical excellence by offering “value-added” systems solutions to customers. His prior experience has ranged from start-ups to a Fortune 50 company, with progressive levels of responsibility. He has supported and developed medium- and long-term strategies and visions for the technology-based businesses, driving strategies that developed clear competitive differentiation.
He is a graduate of the U.S. Naval Academy and resides in the Greater Austin, Texas area with his wife Dolores. Dolores and Rich have 3 grown adult children with their respective families living in New Mexico, Texas and Colorado. In his spare time, he enjoys spending time with family, traveling domestically and internationally, golf and the outdoors.

DAVID SWALES
Senior Vice President of Business Development
David has more than 15 years of experience in the ITS industry. He founded his own company in 2007, and grew the company to be one of the industry leaders in the southeastern U.S., providing both ITS construction and maintenance services. In 2020, David’s company merged to form Lumin8, which expanded the company’s reach to a national level. His strength is bringing innovation and implementation to the forefront, with a key focus to identify advanced technologies to solve common transportation problems that benefit the customer and the end users. Today, David works with a diverse team with a rich background in transportation construction, maintenance, and engineering services.

DAVID NEWMAN
Senior Vice President of Technology
David Newman brings over 25 years of technology leadership experience to his role as Senior Vice President of Technology at Lumin8 Transportation Technologies. He is responsible for aligning IT strategy with business objectives, overseeing the development and operational support of innovative solutions that enhance efficiency and drive nationwide initiatives.
With deep expertise in Intelligent Transportation Systems (ITS), roadside electronic technologies, and traffic data collection, David plays a critical role in integrating advanced traffic monitoring systems. His strategic vision ensures that Lumin8’s technology operations exceed industry standards, fostering growth and delivering high-quality solutions to state Departments of Transportation and other key stakeholders.

DAVID LAYTON
Vice President of Human Resources
David has been leading HR organizations in a variety of industries for the past 25 years within; construction, distribution, engineering/design build, heavy equipment, manufacturing and transportation. His collaborative, roll up his sleeves approach combines both technical and professional expertise with innovative, out-of-the box, thinking to drive results, best practices, operational efficiency and profitability for the organizations he has served.
Throughout his career David has facilitated a variety of cross-functional initiatives focused on building professional accountability, diversity, equity, and inclusion, engagement, leadership development, teamwork and safety. David holds a Bachelor of Science in Psychology from Colorado State University and is a certified Development Dimensions International (DDI) trainer.

MARC PLOTKIN
Vice President of Southern Operations
Marc Plotkin, serving as the Vice President of Southern Operations, is responsible for all projects in the Southeast United States. Marc has worked in the ITS industry for the last ten years. Marc started his career working with the Georgia Department of Transportation in the Traffic Operations Division. Over his seven years with GDOT he worked across multiple divisions including Traffic Signals, ITS construction, ITS Maintenance, Operations, and Emergency Operations. In March of 2021 Marc joined Lumin8 as an ITS program manager.

BOBBY WEBB
Vice President of Operations Southwest
Bobby Webb began his career in the electrical industry in 2001. He's maintained a Journeyman's Electrical License since 2010, and a Masters Electrical License since 2023. With over 25 years’ experience Bobby leads the daily coordination of field foremen and site crews on electrical, transportation, and roadway lighting projects. As Vice President of Southwest Operations he is responsible for overseeing project planning, scheduling, budgeting, and execution while ensuring adherence to safety standards and quality specifications. He collaborates with project managers, contractors, and other stakeholders to deliver successful construction outcomes. Throughout the State of Texas, Bobby has strong, reputable business relationships with public and private sectors demonstrating technical expertise and innovative solutions. His growth in the Traffic Signal and ITS industries is attributed to his fundamental belief that quality must be inherent in everything.

CHRISTOPHER HANSON
Vice President of Operations West
With over 20 years of leadership experience in the construction and engineering sectors, Chris brings a depth of operational expertise and strategic insight to his role as Vice President of Operations for the Western Region. In this capacity, he is responsible for aligning regional teams with organizational objectives, and overseeing all operational and business functions across the Western U.S. His technical background is rooted in the traffic signal, street lighting, and intelligent transportation systems (ITS) industry, where he has earned a reputation for building high-performing teams, implementing safety-focused initiatives, optimizing processes, and delivering consistent financial results.
Prior to joining Lumin8, Chris served as Associate Vice President at Econolite, where he directed all field service operations across the Southern California region. His leadership was instrumental in driving service excellence and operational efficiency in the company’s most dynamic market.
In addition to his professional accomplishments, Chris proudly served in the United States Navy for seven years, an experience that shaped his disciplined leadership style and commitment to service. He holds a Bachelor of Arts degree from San Diego State University.

MIKE MUSSOG
Vice President of Operations East
Mike Mussog is the Vice President of East Operations at Lumin8. With a diverse professional background, Mike expertly manages all aspects of traffic signal solutions, including mechanical, electrical, and service operations. His career highlights include leading mergers and acquisitions, driving leadership transformations, and spearheading business and product innovation.
In his role, Mike works closely with Lumin8’s executive team to support steady growth and operational excellence, ensuring that key objectives are consistently achieved. He oversees all functions across the East Region, focusing on increasing sales, strengthening regional leadership, and advancing strategic initiatives.
Outside of work, Mike enjoys spending time with his wife, Julie, and their son, Alex, who is currently attending Southern Methodist University (SMU) in Dallas. For health, fitness, and relaxation, Mike practices Bikram yoga.

Vice President of Business Development West
Dave Emerick is a seasoned industry professional with 20 years of experience in Intelligent Transportation Systems (ITS), Traffic Signals, and Tolling. Throughout his career, he has worked with some of the industry's global leaders, driving innovation in Tolling and ITS applications. Dave has successfully led teams in maintaining and operating cutting-edge deployments and maintenance projects nationwide.
Known for building lasting relationships, Dave attributes much of his success to strong industry connections. As Vice President of Business Development for the Western Region, he leverages his expertise and network to drive growth and establish Lumin8 as the premier leader in Transportation Technology for ITS, Traffic, and Tolling.

ANTHONY TAPIA
Director of Safety and Fleet
A highly experienced safety professional with 17 years dedicated to occupational safety and over 30 years in the construction industry. He brings 25 years of experience as an OSHA Outreach Instructor, delivering impactful training that empowers teams to work safely and responsibly. In addition to holding CHST (Construction Health and Safety Technician), CIT (Certified Instructional Trainer), and OHST (Occupational Hygiene and Safety Technician) certifications from the Board of Certified Safety Professionals, he has extensive experience in risk management and regulatory compliance across diverse construction environments. With deep field knowledge and a passion for proactive leadership, he is committed to reducing risk, ensuring compliance, elevating safety standards, and mentoring each of our region’s commitment to safety, risk, and compliance excellence.
